Der „Global Disability Action Plan 2014–2021“ der Weltgesundheitsorganisation (WHO) und seine Relevanz für die Physikalische und Rehabilitative Medizin (PRM)

Zusammenfassung

Weltweit gültige Definitionen, Klassifikationen und Richtlinien haben in der Medizin grundlegende Bedeutung. Auch in der Rehabilitation haben Festlegungen der Weltgesundheitsorganisation (WHO) einen großen Einfluss auf die Theoriebildung, Gesetzgebung und den Versorgungsalltag. Im Mai 2014 hat die Weltgesundheitsorganisation nun einen weiteren Schritt zur Verbesserung der Gesundheit von Menschen mit Behinderungen gemacht und einen globalen Aktionsplan mit dem Titel „bessere Gesundheit für alle Menschen mit Behinderungen“ verabschiedet. Dieser Aktionsplan hat 3 Hauptzielsetzungen: (1) den Zugang zu Gesundheitsdiensten und -programmen für Menschen mit Behinderungen zu verbessern und Barrieren zu beseitigen, (2) die Rehabilitation, Habilitation unterstützenden Technologien, Hilfe und Unterstützung sowie die gemeindenahe Rehabilitation zu stärken und auszubauen, und (3) die Erhebung relevanter und international vergleichbarer Daten zu stärken sowie Forschung über Behinderung und behinderungsbezogene Dienste zu unterstützen. Zu jeder dieser 3 Hauptzielsetzungen werden Erfolgsindikatoren und Aktionen genannt. Da sich der Aktionsplan neben der WHO selbst und den Regierungen auch an Partnerorganisationen wendet, muss er auch im Kontext der internationalen, regionalen und nationalen Fachorganisationen der Physikalischen und Rehabilitativen Medizin (PRM) analysiert und diskutiert werden, und zwar unter den Fragestellungen a) was kann die Physikalische und Rehabilitative Medizin zur fachgerechten Umsetzung beitragen und b) welche Implikationen hat das Dokument für die Physikalische und Rehabilitative Medizin in Forschung und Praxis. Hierzu werden Themen und Aktivitäten benannt, mit dem Ziel auch im deutschsprachigen Raum Aktivitäten zur Umsetzung des Aktionsplans zu fördern.

Abstract

Globally accepted definitions, classifications, and guidelines are of major importance for medicine. In rehabilitation too, the definitions of the World Health Organisation (WHO) have impact in theories as well as in legislation and service provision. In May 2014 WHO made another important step towards improvement of health of people with disabilities by adopting the Global Disability Action Plan 2014–2021. It has the title “better health for all people with disabilities and has 3 main objectives: (1) to improve access to health services and programs for all persons with disabilities and to remove barriers, (2) to strengthen and expand rehabilitation, habitation, assistive technologies, assistance and support services as well as Community Based Rehabilitation, (3) to collect internationally comparable date on disability and to strengthen research on disability related services. For all 3 objectives, success indicators and actions are formulated. As the action plan addresses not only to WHO and national governments but also to stakeholders and non-governmental organisations it must be discussed in the level of international, regional and national Physical and Rehabilitation Medicine (PRM) organisations as well. Relevant questions are: a) what is PRM’s contribution to the implementation of the Action Plan, and b) what are the implications of the Action Plan for in PRM practice and research. The article provides topics and possible activities towards the activities to analyse and implement the Action Plan in German speaking countries.
