Europäische Empfehlungen zur Palliativversorgung und Hospizarbeit und ihre Umsetzung in Deutschland

Zusammenfassung
Die European Association for Palliative Care hat im Jahr 2007 die Budapest Commitments initiert. Die Entwicklung der Charta zur Betreuung schwerstkranker und sterbender Menschen in Deutschland stellt den deutschen Beitrag zu den Budapest Commitments dar. In dieser Arbeit wird die internationale Dimension der Charta vorgestellt. Im Vergleich mit den Empfehlungen des Europarates fehlen in Deutschland vor allem einheitliche politische Vorgaben und Strategien zur Palliativversorgung und Hospizarbeit. Vor allem Tumorpatienten finden Zugang zur Palliativversorgung, während die Versorgung von anderen Patientengruppen unzureichend ist. In einem Report an das Europäische Parlament (Martin-Moreno-Report) steht Deutschland an 8. Stelle im Vergleich der Europäischen Länder, wobei die Dynamik der Entwicklung in Deutschland hoch bewertet wird.
Abstract
The European Association for Palliative Care has initiated the Budapest Commitments in the year 2007. The Charta for Care of Severely Ill and Dying Patients in Germany is the German contribution to the Budapest Commitments. This paper presents the international dimension of the Charta. In comparison with the recommendations of the Council of Europe Germany lacks political input and strategies for palliative and hospice care. Access to palliative care is restricted mostly to cancer patients, whereas other patient groups find it much harder to find access. In the Martin Moreno Report to the European Parliament Germany was ranked 8th in comparison with other European countries, with a particular positive evaluation of the dynamics of the development.
